Replaces the four stacked pill rails on the portfolio index with a single filter control, so the video grid lands on screen one.

Panel pick · Proposal 2, Product Utility (advisory). Recuts the ratified control vocabulary into one calm toolbar with honest per-value counts; the only proposal that satisfies every locked behavioral requirement, and the cheapest correct implementation.
